The goal of the assessment
In 2024, the Audit Committee assessed whether the City’s five most notable subsidiaries and four subsidiaries in the sports sector had met their objectives. The City’s financial statements reported on 25 objectives set for Helen Ltd, Helsingin kaupungin asunnot Oy, Port of Helsinki Ltd, Metropolitan Area Transport Ltd and Seure Henkilöstöpalvelut Oy. Nearly half of these objectives were achieved. The financial statements also reported on 20 objectives set for the Ice Hockey Foundation, Mäkelänrinteen Uintikeskus Oy (Mäkelänrinne Swimming Centre), Urheiluhallit Oy and Vuosaaren Urheilutalo Oy (Vuosaari Sports Hall), all of which were achieved. In the Audit Committee’s assessment, one objective could not be assessed because no clear target levels or criteria had been set for the objective indicator. According to the Audit Committee, the achievement of some of the objectives and indicators of the subsidiaries is difficult to assess due to how general they are. However, the setting of objectives has developed when compared to previous years.

the City Executive Office must
- pay attention to ensuring that the indicators for the objectives of the subsidiary communities set out in the budget contain only one item to be measured each.
- ensure that the objectives set in the budget for the subsidiary communities are clearly defined and that the indicators are unambiguous so that their achievement can be verified.
- report separately to the City Council on the subsidiary communities’ unmet budget targets, as required by the budget.
