The goal of the assessment

The assessment examined whether the City has met the binding operational targets set by the City Council in the 2024 budget. As part of its assessment of meeting the targets, the Audit Committee considered whether its assessment was consistent with that in the financial statements.

Conclusions

64 per cent of the binding operational targets and 74 per cent of the indicators in the 2024 budget were met. The Education Division and the Culture and Leisure Division met all of their binding targets, though it should be noted that they only had a total of three of them. All Divisions met at least half of their binding targets. Unlike in several previous years, the Audit Committee considered it possible to assess the realisation of all binding targets and indicators. There was also no difference between the assessment included in the financial statements and the assessment of the Audit Committee.

The Audit Committee concludes that

the City Executive Office must

  • pay particular attention to ensuring that the indicators selected for binding operational objectives measure the actual objectives.

the Social Services, Health Care and Rescue Services Division must

  • develop statistical reporting on access to non-urgent care in such a manner that reliable data is yielded on the lengths of care queues.
