Effectiveness of the recommendations

Assessment objective

The main question in the assessment was what impacts the recommendations issued by the Audit Committee in the assessment report for 2018 have had. The assessment report for 2018 addressed 17 areas of assessment and issued 49 recommendations.

Conclusions

Almost all (92 per cent) of the recommendations issued by the Audit Committee in the assessment report for 2018 were such that the City divisions had taken the recommended measures either in part or in full. Positive impacts were identified in half of the recommendations.

In 2018, the assessment report included three recommendations that were not implemented. These were about speeding up the preparation of ownerships strategies for companies that operate under market conditions, intensifying the means of achieving traffic emission reductions and improving the accessibility of informal care services. Mental health services for children and young people have been improved, but the shortage of doctors remains a problem. The effects of five recommendations could not be assessed. In two cases, the data needed for impact assessment were not available due to the COVID-19 pandemic. The COVID-19 pandemic had some other effects as well, especially on the implementation of the Social Services and Health Care Division’s measures.
